I think you have to attend the prize draw if you are selected
Eighteen contestants will be chosen from a random draw of entries in accordance with these Terms and Conditions.
The winner of the Prize Draw will be announced in a live event held at Park Plaza Hotel Westminster on 13th October 2019.
ARTA will provide One Invitation (1 Ticket) to all 18 Shortlisted Regional Winners for them to attend the Grand Finale.
Then confusingly it says
The winner will be announced live. The winner of the prize, will have 28 days from the date of the Grand Finale to claim the prize. If you do not claim the prize by this period your claim will become invalid.
The winner must be present at the Grand Finale to collect the prize. The prize cannot be claimed by a third party on your behalf.Rational judgement, now, at this very moment.
