Are TUI charging APD tax on kids who are exempt?

We are paying exactly the same cost for our Greek holiday per person despite 2 being under 16 and thus exempt from the Air Passangers Duty. Are TUI just pocketing this? Surely the kids should travel cheaper as they don't pay APD?
I was also a bit slow as they are chucking in two camp beds to the room and if I'd done two bookings of adult and child we could have got two rooms. No discount for kids on anything.

Which class of travel are you booked to fly in?
The APD exemption for children under 16 only applies when travelling in the lowest class so if you are booked in premium economy or business (If they offer this on your flights) then the tax will be payable.0 -

are you sure this is not just the way they display the price?...total divided by the number of passengers...rather than adult prices and child prices
I just tested a booking for 2 adults and 2 children to a resort which showed a total price of £2485
Then changed the same booking to 4 adults which showed total of £2512
You save £27 travelling with 2 adults and 2 children rather than with 4 adults
That £27 will be the APD for 2 passengers0 -

I've done a test purchase too and I think you are right - they do the cost per person based on the average of party costs. They dont display cost per child and cost per adult thus proving that kids are paying less than adults. No breakdown.0 -
