Should the Banks freeze all charges until the court case is settled?

In light of the court case in January, should the banks not come to a compromise on this until the ruling is heard?
Over the last two months, I had two cheques bounce which were represented and was charged £140 in total for two cheques of £30 and it was because a cheque cleared a day early!
I find this highly unacceptable - this had a spiral effect and in turn was charged near £400 in bank charges! Surely there should be some sort of compromise for the time being until a ruling is heard?
