PCN 34 "being in a bus lane" road closure

Got a PCN for being in a bus lane. The road approaches a cross roads where the forward lane becomes a bus lanes and all cars must turn off. However this day there was a road closure during roadworks on the left turn and because the driver was in the left lane the driver had no choice to carry on driving forwards looking for the next left.

The driver did a u-turn as soon as the driver realised in order to exit the bus lane but the driver must have travelled more than 50m and was caught fair and square on the camera.

Does the driver have any recourse?

Hardly "fair" if as you describe. There is an excellent and impartial appeal system against improperLy issued bus lane tickets, I suggest that you use it.
