PCN for stopping - appeal wording

I received a PCN at Southend Airport from VCS, it's a "Stopping in a zone where stopping is prohibited", I assume the wording on the appeal changes slightly, especially on the following point:

"If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner. If you fail to evidence the actual grace period that applies at this site or suggest that only one period applies, this will be disregarded as an attempt to mislead. In the absence of evidence, it will be reasonably taken to be a minimum of twenty minutes (ten on arrival and ten after parking time) in accordance with the official BPA article by Kelvin Reynolds about 'observation periods' on arrival being additional and separate to a 'grace period' at the end."

Assume reference to parking changes to stopping?

Would I also be right to include a part about not being able to see the signs while moving as this was also the case and I only actually saw them when walking into the airport on another occasion.

Generally speaking you use the blue text template with no alterations, appealing as keeper, no blabbing about who was driving, not to anyone and certainly not on here

Is this VCS ? Do bylaws apply ?

If that is the BLUE text appeal in the NEWBIE sticky post # 1 AND you are the Registered Keeper AND it is not a hire car AND it is the first appeal, then send it as is with no changes, additions or deletions.

It is VCS yes, and I believe bylaws do apply as it was at Southend Airport.

Nine times out of ten these tickets are scams so consider complaining to your MP.

Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.
