Can concrete floors in a house sink or settle after 25 years?

Yes, if there is any sort of subsidence; tree roots/drain issues, etc.

There wouldn't be any 'natural' settlement after that time, for want of a better term, it will be subsidence of some kind.

Depends on the type of floor.

If it is a ground bearing slab then yes it can settle over time.

If it is reinforced suspended or precast beam and block which are built into the walls then there is very little chance of it settling.
