Help please with a company that doesn't exist anymore

Evening!
I'm trying to help my parents claim some PPI back.
My stepdad has paperwork proving that he had PPI as it states in the letter, "You have elected to take Payment Protection Insurance. Enclosed is a Policy Document which details your cover."
In January 2004, my step dad purchased carpet from a business called George Street Furnishers, the finance company is Halifax Cetelem (who no longer exist) and the PPI company is Pinnacle Insurance plc.
I wasn't too sure which company I make the claim against. I've been using the Resolver tool and managed to do a couple of claims but this one i'm really struggling with. I've read and Martin said on his PPI special programme that if a company ceases is to complain through Financial Services Compensations Scheme... BUT the FSCS can only consider claims on or after 14th January 2005 according to the website.

This is going knowhere. Complaint would be against who sold the policy which seems to be the carpet company. But pre- regulation means end of line......as you serm to have worked out yourself.0

George Street Furnishers.
However, the FCA register shows they became regulated on 10/07/2015. You bought prior to them being regulated. So, they neither have to consider your complaint (they wont) and you have no access to the FSCS or FOS.
So, no go on this case.0
