    I would have the registered keeper name you at your foreign address. The ppc will be really, really unhappy at that.

    Nobody mentioned the car owner, the registered keeper received the PCN

    So it seems that the RK has not named the driver, which may be a mistake on their part due to failing to do so under POFA, causing more confusion

    Nobody is interested in who owns the vehicle

    But you say you appealed using the following words: 'I decline your invitation to name the driver, which is not required of me as the keeper of the vehicle.'(!)

    Like waamo says, on the face of it the easiest thing may be to ask the Registered Keeper to name the driver and give their foreign address.

    not sure i understand entirely with regards to POFA, but would you suggest the RK emails them with the name and address of the driver overseas? could this prevent them taking it to court? thanks
