Basically was at location A after uni then location B for internship but might be going back to C = manchester where was I supposed to say the car would be. Do i need to notify insurance companies?

Where the vehicle is kept, if he is changing addresses then he needs to inform them and pay the admin fee.

Maybe worthwhile choosing a company based on the quote from all 3 locations and a sensible admin fee.

Yes you absolutely need to inform change of location where the car is kept.
    It’s a major risk factor.

If he is actually living in different places (instead of just visiting) then yes.
There may be an uplift or refund depending on whether he's moving to a safer/riskier area.
I would make polite enquiries and ask them whether you need to pay the admin fee twice. They might have some discretion.
