They're allowed to amend the terms as they see fit to?

Not sure how it's ambiguous, The terms make it very clear it's for one transaction only.

"Save to Card to get a £5 statement credit when you spend £10+ in-store at a participating Shop Small business between 22/07/2019 & 2/9/2019. Valid once per Card for the first 100,000 Cardmembers to save. Terms, locations & payment restrictions apply."

While Shop Small has historically been a multi-transaction event, it also takes place in December and it's not currently December.

This is an additional promotion, so be happy with the additional £5 cashback?

Well I’m not the only one who has been caught out as when I rang Amex they indicated there have been numerous calls I read the terms incorrectly as it was allways one per merchant, I was simply trying to warn others who may have used their card at multiple merchants expecting the credit

I get this promotions sometimes but it says it's in post code xxxx which is absolutely nowhere near me or any of my previous addresses.
