I have read through the newbies thread and couldn't find anything similar to my daughters situation so have started this new thread with the hope of getting some advice on how to adapt or what to do next.

My daughter is currently living in Cornwall whilst studying but her car was still registered to her home address in Shropshire. She came back home at Easter after a traumatic car accident at the beginning of march that resulted in her car being written off due to another driver pushing her into a parked car.

Whilst at home she was opening her mail when she came across a Parking Charge Notice from Civil Enforcement Ltd, offence date 20/02/2019 (18 mins between entering and leaving) with an issue date of 26/02/2019, she felt the car park was misleading.

On the first letter CEL had offered an appeal to reduced the fee from £100 to £50 if paid within 14 days but this had obviously passed due to only being opened in April. There was no number to call to discuss an appeal due to her current situation only a payment phone number. (I have read that their appeal process crashes out and doesn't work anyway?) A further letter advised that it was too late to pay the lower rate, but again had no number to call to discuss any mitigating circumstances only the payment line.

Due to everything going on with my daughter's insurance claim and her ongoing ill health, I decided to read up about CEL and made the decision to ignore the demands and then research on here how to beat this relentless company.

My daughter has returned back home for the summer to further letters from CEL and now several letters from a company called ZZPS calling themselves a professional Debt Collection Agency, with the amount standing at £170.

I am willing to open all her mail from now on and support her in going to court but am really unsure on what grounds my daughter can win this?

    There are literally thousands of similar cases. Nearly all PCNs follow the same pattern.

    Mitigation is ignored by these scammers, All they want ids money,, as much as they can scare you into stumping up. You need to contest this with legal argument, please read the stickies/FAQs, all is explained therein.

    Nine times out of ten these tickets are scams so complain to your MP.

    Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.
    You never know how far you can go until you go too far.

    nothing to do until a court claim arrives in her name , its far too late for any appeal and ZZPS are only debt collectors and powerless

    that is when the fightback starts

    in the meantime , the daughter can email a SAR to CEL and get all her data, so she has all the info to hand

    read other CEL court threads to understand the defence options and arguments in the meantime

    As said above, ignore ZZPS, they are powerless timewasters
    They have added a fake charge on top
