The frustrating thing is they have found the payment against my own car number plate yet they are still going to fine me, very unfair as I had clearly paid for that period of parking.0

I'm thinking a landowner complaint ASAP (this is best done before POPLA). You have evidence that the PPC accept that payment was made and should include that in the complaint. If you spent money at a place served by the car park emphasise that too.
I see PCNs for having made an honest mistake AND having paid as akin to theft. I say that because landowner complaints insisting on cancellation need to be fuelled by controlled anger, no apologising! I probably wouldn't mention 'theft', too emotive, but you get my drift.
All you need to do is to identify the landowner and send an email to the top i.e. the manager or CEO.0
