child benefit paid into an account beyond its overdraft limit

The claimant is applying for a DRO, and has already abandoned her first bank account £2K overdraft limit and is £2,200 overdrawn. This account will be converted to debt and form part of the DRO.
A new account (with no O/D facility) is up and running.
She made the relevant agency aware that the new bank details, but the child benefit was still paid into the old account because two weeks notice was not sufficient (!) .Thing is she can not access the child benefit on the old account as she is (still) beyond her overdraft limit.
What options are open to her?

Doesn't she just inform the bank it is a benefits payment and cannot be used as anything else?0
