Diy decking project question

Hi all im about to undertake a decking project and just have a couple of questions for those in the know.
The decking is around 8metres x 3.6 metres. Joists will be 450mm spaced with noggins every 500mm or so.
The base I'm working off half an old unlevel patio from council blocks 600mmx 900mm and half soil. The whole area is unlevel. I have 30 or so unused breeze blocks and was planning on starting from the patio side (highpoint) running a string line across and setting it level wherever a footing will be( every 450mm on the joists.
I realise that most decking builders will cement the footing in the ground but this will be a lot of work for myself ( like 100 holes or more) i don't see how simply sitting my footings on my level council pavers and breezeclocks will be an issue. Size-wize it should work out good also as i can have 3 footings (450mm) on every paver (900mm) and use breeze blocks for the rest. I plan on putting web fabric over the soil part.
