Letter received not sure if in error

Hi my daughter has received an email today with enclosed forms to fill in regarding a TEC...she has no idea at all what it's refering to...the email appears to have been forwarded on from another email address......firstly would she receive theses types of form via email or in the post....it mentions court and bayliffs.....we are very worried she lives had to mouth as it is.....there is mention of a TEC 7 and TEC 9 and says she must send the forms back and include the details off the TE3.....she has no TE3 or any knowledge of what it is...
...is this a scam or is it real....

Is this anything to do with a private parking charge?

Is the name of a PPC mentioned?

I doubt it is genuine as a real PCN/NTK will arrive at the keeper's home by post.

A charge for using the Dart tunnel. A toll charge, or a penalty for not paying this charge.

As far as I am aware, anything genuine would originally come by post to the registered keeper.
I certainly wouldn't respond to a random email if I didn't know what it was about.
