Alterations to leasehold flat

Hi,
We own a first floor leasehold flat and are looking to renovate the bathroom. We're pretty much exchanging like for like with the exception of fitting a shower cubicle where there is currently a curtain (this will involve sinking a pipe into the wall). It seems clear that we have to submit an application to have this work done to the freeholder (in this case the council) but I have a couple of questions regarding this.
On the form it states that "Alterations to services should be carried out by suitably qualified tradesmen". What exactly does this mean? Will all qualified plumbers fulfil this requirement or only those with certain qualifications?
In addition, we have to replace the vinyl flooring. In our lease contract it states that "The flat must be kept covered with carpets including the passages except that in the kitchen and bathroom all over cork or rubber covering". This to me is worded very poorly. There's currently no underlay under the vinyl. Would we be able to replace it directly with laminate, would a cork underlay be required or would laminate not be acceptable?

Laminate 'clicks' when you walk on it, and will drive the person downstairs up the wall. I'd just have vinyl again IIWY.0
