IB to ESA contribution back pay

Hi, I recently received a letter and form to fill in regarding when I was moved from Incapacity Benefit (IB) to contribution ESA. The letter states that information is between a set time date.
I recall reading somewhere that the DWP were in the middle of reimbursing people who also were underpaid
I'm just interested to know if this is correct (people were underpaid automatically)? Are they sending letters and forms to virtually everyone?
I really don't want to build my hopes up

If you have received the form it is because it wasn't sent to you at the time of transition to ESA, or possibly because it was not returned if sent. The purpose is to determine if you had any entitlement to Income Related benefits on top of the Contribution based entitlement on IB. Until the form is returned DWP cannot make a decision as to any entitlement to additional payment.0

Not everybody was underpaid but the transfer process was legally flawed and as a result many people were. DWP are sending the forms to anybody they think may have been underpaid.
You will not have been underpaid if you had savings in excess of £16,000 or significant other household income. The form is to enable the DWP to gather the necessary information so that they determine whether you were underpaid or not.Information I post is for England unless otherwise stated. Some rules may be different in other parts of UK.0 -
There are people that have received the forms and not been entitled to any backdated money.0

If it helps anyone with how long it takes, I got my letter back about any refund today exactly 12 weeks from sending in the form. I'm in WRAG group and according to calculation tables they included, not due any refund.0
