Didn't do POPLA appeal in time

Hi,
I've read the stickies etc and done a quick search, but not found a similar issue, hoping someone can advise on my PCN issue please...
- Car is registered in my wife's name, i parked at an APCOA car park (BPA member)
- I parked in an area that is apparently not a parking zone, but the surface and markings are so poor, you'd never have known what was/wasn't a parking space
- I appealed the windscreen ticket online, in my name (prior to reading these threads) and it got rejected
- My wife has now been sent an NTK, with no recognition of my failed appeal
- I went to do the popla appeal but i've missed the 28 day deadline and my 10 digit code now does not work
My wife does not know if I have made an appeal in my name and she is considering using the standard blue template on the '**NEWBIES...' forum post via a postal response.
Given that i genuinely feel there is grounds for appeal (i'm not trying it on) and i've missed the popla deadline. Does anyone have any advise on the best course of action to continue the appeals process either for me as the driver or my wife, the keeper.
Thanks,
Matt

Easy one to ignore. Keep all letters just in case, and yes you could try the blue template late, to send them a message, then LEAVE IT and no panicking!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You may not be "trying it on" but they almost certainly are. Nine times out of ten these tickets are scams so complain to your MP.
Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies. You never know how far you can go until you go too far.0 -
Definitely do the keeper appeal to the NTK first.
If that is refused because of the previous appeal then complain to the BPA, PoPLA, the DVLA, and your MP that you are being denied your rights of appeal in breach of the will of parliament.
The ADR Act 2015 states that appeals must be available for not less than a twelve month.I married my cousin. I had to...I don't have a sister. All my screwdrivers are cordless."You're Safety Is My Primary Concern Dear" - Laks0 -

This should always be mentioned where appropriate in Popla appeals imo, and also at court. You never know how far you can go until you go too far.0
