Surely not. ATOL is Air Tour Operator Licence so how could a cruise be covered by the rules if a flight wasn't included?0 -

Their ATOL number is T7311 but it is there in the event a company goes bust while you are on holiday.
Their terms and conditions - "We accept no liability in relation to any contract you enter into or for any travel arrangements or other services you purchase"
You're problem is that Flights and Packages is an agent only who booked the elements of the holiday for you. You're looking at two things. First did you contact the agent and ask them to arrange flights? Second the fault is with the cruise company persumably it was them who held you on board so you couldn't connect with your flight.
In FnB's T&C's ".When making your booking we will arrange for you to enter into a contract with the applicable Supplier"
You're contract in this case was with the ship. You need to look at the cruise lines T&C's as that seems to be who the contract is with if I read it right and the ship that delayed your departure.
"As agent, we accept no responsibility for the actual provision of the Arrangements. Our responsibilities are limited to making the booking in accordance with your instructions."
This is a problem with using online OTA's. They only do the booking. They aren't responsible for any part of the holiday. That's why they can offer good prices.
Now you can say that the company F'P did not book the flights late enough to allow for any delay but it would be very hard work sorting that out. Might be worth looking at the times allowed etc.
But it still comes back to the fact that if as you said it was the ship that delayed your departure that's where the fault lies.I can rise and shine - just not at the same time!

It's highly unlikely that F&P booked direct with cruise line. Agents have suppliers to fulfill their bookings. Usually budget flights are the only things they book direct.
They may be responsible, depending on how they fulfilled the OPs booking. Unfortunately the OP hasn't been back to answer any questions.0 -
Agents can say all they like in their booking conditions, but since July 2018 if the agent sells the flight and cruise together it is a package and will be protected by an ATOL Certificate. It would have made sense to contact the agent and get them to rebook but provided the costs paid for alternative flights were reasonable, there is no reason why Flights and Packages should not be made to pay them.0

Can you advise when this happened to you, we returned from the Magnifica this Sunday & had exactly the same problem, they have tried to tell us that this is an isolated incident bit we are aware that our isn't.
Thankfully they sorted out flights but wet had a 36 hope delay in getting home.
