Resolver- not really useful for claiming

I don't see why Resolver has been suggested by MSE for PPI.
I used it and waited weeks for when it said I could escalate to the Ombudsman even though I received a letter from the bank weeks before.
On downloading the case from Resolver it says documents I uploaded were not sent to the Bank. What is the point, when I attach a copy of the agreement for PPI , that Resolver does not pass it on?
This is just a waste of time, luckily I read advice on the Forum which said to apply directly to the Ombudsman.

It gives them access to your data.
Good for them, but of little benefit to the customer.0 -

It makes money as they sell the data of people using it on an aggregate basis.0 -
