Wasp nest in floor?

Hi,
Today I was pulling a cable from under the floor in my flat. Part of it that was under the carpet in a bay window came up coated in what looked like a papery substance. I am wondering if I have discovered the edge of a wasp nest in the floor between mine and my downstairs neighbours? When I pulled it out there was no buzzing and no wasps came out. However, I have seen a few dead wasps and there has been a wasp in my flat every evening for the past week. Seems like a strange time of year for a new wasps nest though? What do you think?
