Social Services and Homecare

My sister has Guillain-Barr! syndrome and has been confined to a wheel chair for a couple of years. She applied for Continuing Health Care but did not meet the requirements but because of her financial position qualified for Social Services support. This support included provision of specialised equipment and the attendance of Carers 2/3 times a day. Her husband provides care at all other times. She recently had an accident which necessitated a period of hospitalisation. Social Services are now saying she should go into a Nursing Home but she doesn't want to do this. Does anybody know what guidelines Social Services follow when making this proposal and what say my sister should have bearing in mind that the support is fully funded by Social Services
