Parking Ticket Bailiff Advice

Hi,
I'm posting on behalf of my best friend. She's had some issues with parking tickets and has had visits from bailiffs once before. She basically has a disability from cancer treatment that she has been denied a disabled badge for and on an occasion shes having a bad health day and can't make it back before her parking ticket expires, she gets a fine (the long stay car park is on the other side of town from her work). Anyway, she's just buried her head in the sand about these tickets as she was financially stretched anyway, shes been a bit silly. So she worked hard to clear her debts from these tickets with a bailiff from Rundles, however she obviously missed one old ticket and today had another visit from a Mr Cohen (from Rundles).
He came round at 6am and she was with her small children who were asleep and she was scared, so she hid and didn't answer. He put a notice through the door for £423, and a piece of paper saying he had taken control of her car and would take it if she didn't pay.
She had a look through her previous correspondence and hadn't had any letter relating to this PCN previously from Rundles and had no warning from Rundles that they were coming over. Am I also right in thinking that as she hadn't signed the sheet to take control of her car it isn't valid?
Also I've been looking at Mr James Cohen and he seems to work for Revenue Services but is outsourced by Rundles, is that allowed? I googled him and he's also employed by "Rear of old Fire Station". Her husband phone to ask to set up a payment plan and Mr Cohen had answered that he didn't want to set one up for her as he's always visiting her (he's been round once before) and when will she ever learn, that she should be taught a lesson!! He was fairly rude and aggressive and wants payment in 24 hours.
My friend has various health issues that's shes been dealing with and two small children too and this is such a stress for her. I've told her to post here herself but I think she's so embarrassed by the situation she's got herself into.
Any advice appreciated!

Although this post was from a few weeks ago, the subject is an important one and my response may help others viewing this popular forum.
If a vehicle owner had been unaware of a penalty charge notice until such time as a visit (or letter) is received from a bailiff, it is usually the case that all correspondence from the council had been sent to a previous address.
Why was correspondence sent to a previous address?
Usually because the V5C/Log Book had not been updated at DVLA following a change of address. If a road traffic contravention, congestion charge, Dart Charge or Merseyflow toll is not paid, the charging authority will make a request to DVLA for the name and address of the registered keeper.
A Penalty Charge Notice (PCN) will be sent to that person at the address held by DVLA. Sadly, since the scrapping of paper tax discs, many people forget to update their V5C/Log Book when they move address. This is very common indeed.
I updated my driving licence when I moved so DVLA were aware of my address?
Not so I’m afraid. A driving licence is confirmation that you have passed your driving test. A V5C (Log Book) on the other hand, is the registration certificate for a particular vehicle.0
