    A cat won't tackle a rat.

    You're mistaken. Most will.

I know of at least three I have witnessed do just this. Two were really quite small tiggers. Furrily I say unto you, size of tigger in no way corresponds to size of courage/ambition... Or, indeed, presents.

Just tell offending neighbour about Weil's disease (aka bubonic plague)

Council wont do anything a neighbour of mine has fed pigeons for years, council wrote to them saying please don't as it causes rats and then not follow it up, we caught one in the house and next door had a nest under the bathroom floor . I caught 6 in back garden and another neighbour 8. 2 houses have Jack russels these now keep down the rats and we have bait boxes out .
You need to move the pigeons on rather than try and persuade somebody who will not change . I have orange spinning mirrors on the roof now and pigeon tape . I have got most away but they still come to feed twice a day but don't settle on my house or next door
Wanted a pigeon banger propane powered but wife wont let me.

A cat won't tackle a rat. It's a terrier dog you need for that.

    Or Ferrets.

if the neighbour won't discuss the matter, I'd second as many bird scarers as you can get in the garden, incl prica-strip type spikes to stop them landing on the fences.

My cat brings rats home quite often. Fortunately, they are usually dead. Squirrels too. And, just the once, a magpie . . .
    It's not difficult!

I have a neighbour that over the years has attracted rats due to having a a wormery for providing bait for his fishing and in the last 18 months providing a bird table with various feed. Luckily on both occasions they got pest control involved. I am very thankful that got a non chemical solution as own a goldie who could easily devour a poisoned rat staggering around in his last moments in our garden. I guess my point is that peeps need to consider whether their actions are best for all concerned.

Are you sure it was a wormery and not maggot-breeding?

Worms are perfectly happy with a small amount of decaying vegetable matter, placed on the surface in a container of soil, which wouldn't attract rats, or they can just be found in compost heaps, which are hardly unusual in gardens.

Think about that neighbour moving out and think about drug dealers moving in. Sometimes we need to put things in perspective. I have drug dealers beside me and would rather have what you have.

How does it help the OP to know that somewhere else, someone they don't even know has a problem they deem to be worse?

Its a bit like saying "Appreciate that greasy pile of tripe and onions, because there's a chap in Outer Mongolia who hasn't eaten in 3 days!"
