Won’t let me post a picture as a new user so it says:

Pedestrian Zone
(Then a circle with a motorcycle and car in it)
Except local buses taxis and authorised vehicles at any time
And for loading 4pm-10pm

Drove through the area at 5:30pm

It means you can't drive through there (that's what the circle with the car and bike mean) unless you're a bus, a taxi or an authorised vehicle. There is an exception for loading between 4 and 10.

What are you having trouble understanding?
