I know you said 30 in your post. I removed that to maintain ALL speed limits should be obeyed including 30.
All speed limits should be obeyed but 30 very rarely is.

One major precept of advanced driving is 'Drive your own drive'. If your driving is being controlled by those behind, you have a big problem. Of course you should cooperate and fit in with other drivers, but only within the bounds of what is legal and what is safe.
Her driving isn't being controlled by others but the behaviour of other drivers when she drives at 30 makes driving at 30 very unwelcome. Its the other drivers disregarding what is legal. Its not easy to "drive your own drive" with sprinter vans overtaking when they shouldn’t then cutting in front just because they can't do their usual 35-40mph.

I think the current system is pretty good - young and inexperienced drivers get to die young if they drive round like idiots, or can't afford insurance anyway; people who get caught using their phone or driving like idiots eventually lose their license, and then we all get too old or knackered to drive, and give up. You just have to hope that if you do drive properly, you manage to avoid being in the path of those that choose not to.
In answer to the ops initial point - no. SAC's are for those drivers that have shown they don't have any, but a good instructor should be doing all this in the lessons. My driving instructor used to randomly ask me what the last road sign was, just to check I was paying attention, and if I couldn't tell him, I had to drive back round to the same sign. I soon learned. Not driving to the limits is a driver's choice, not someone else's choice. Not saying I don't speed at all, but always love doing 30 in a 30, good fun. Unfortunately the area I live in got a blanket 20mph limit which is sometimes difficult to maintain.

I had to attend a speed awareness course

I have been driving for 6 years and consider myself a relatively decent driver. However, It was not only until 3 or so years ago I found out that undertaking is not legal and it's not just the lane furthest right that is used for overtaking. During my lessons, you were taught how to drive but there were a lot of basic stuff which were left out.

too many people are getting licences when they shouldn't have them and more needs to be done to prep people in getting on the road for the first time.

You are , of course, including yourself in that .
