Why do you have to pay TV 6 months in advance and then 6 months in arrears

When paying monthly......it means you have always paid 6 months more than you may effectively need.....surely this isn't right??

I think this is what is being refereed to: (from TVL site)

    Pay monthly

    Colour licences
You’ll usually pay for your first licence over six months, at around £25.75 a month. If we have to spread the cost across less than six months, each payment may be slightly higher. After this, you pay for your next licence in 12 monthly instalments of around £12.87 – six payments before your licence is due to be renewed, and six after.
Things that are differerent: draw & drawer, brought & bought, loose & lose, dose & does, payed & paid

The TV Licence payment plan is defined by law. The idea is that there's no financial advantage to paying monthly compared to paying annually.
