HELP! Appealing a Penalty Charge Notice - faulty machine

Hi,
Looking for some help please appealing a Penalty Charge Notice received today.
Parked at the car park, my mum paid £2 to the machine (£1.60 for 2 hours) and displayed ticket.
Received PCN then upon inspection of purchased ticket, the machine has only registered 1 of the coins but never gave the other back so the ticket has only printed for 1 hour!
Do I stand a chance with appeal?
Feeling very aggrieved having parked here numerous times before hence not feeling the need to check ticket after both coins were swallowed by machine...

Where did the alleged event take place?
Is it really a penalty charge notice, or is it a parking charge notice?

Read some threads first to see how to show them both sides of the PCN. No posting without pics INCLUDING the back of the PCN, and no Hotmail emails allowed there.

Yep it’s a penalty charge notice from Chipside on behalf of Burnley Council
Then you need to take it over to the police and council motoring experts on pepipoo.com as we specialise in private parking charges here on MSE.
You will need to register on pepipoo with a non-Hotmail email address then read the FAQs before posting both sides of your redacted PCN along with your query.
