Student Halls PCN issued

We were moving the keeper out of his Halls flat at the end of term.
My husband had parked our car outside the front of the flat on a single yellow line and was waiting with it to load it up. As my husband was waiting a parking attendant came past and asked what my husband was doing, which he explained. My husband also told the attendant that we had another car parked around the corner in a parking space and would be moved in a few minutes once our car was full.
The attendant told my husband to 'not be too long' and went away. Once our car was full the keeper went to get his car to fill up with belongings only to find a PCN had been issued for not displaying a permit. The signage around the space does state that it is for permit-holders only, but we had parked there before with no issues and we also thought that after having had a conversation with a parking attendant we would be OK for 5 minutes. The keeper's car was parked in a parking space for less than 7 minutes.

Edit your post to remove information about who parked. Only ever refer to The Driver and The Keeper, who are two different people.
Once you have done this, the keeper should send the appeal template in blue from post 1 of the NEWBIES.

Thank you for your reply and advice.
We were unable to establish who the landowner was. The Uni told us it wasn't them and didn't know who it belonged to.
We have used the template letter and sent it to CPMS Ltd, who are members of the IPC.
They have responded saying the notice was issued correctly and that the attendant didn't speak to anyone on that day, which is obviously a lie.
We did think about writing to our MP, but haven't yet...
CPMS have quoted POFA2012 to us and said that the registered keeper is liable for any unpaid parking charges.
We are not sure what to do next, hence this post0 -
Ignore them unless they try a small claim.
Nothing else to do in between except to formally email or write to complain to the Uni Dean about this harassment when spending 7 minutes collecting your student son/daughter, and did they realise that:
- the parking firm are lying to people?
- the parking firm do not offer a fair appeal, the IAS being a kangaroo court?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks for advice. Will just sit it out and see what happens next then.
Think we will write to the Uni though. Was disappointed that they weren't more helpful when they were told what had happened.
I agree about the IAS, they are clearly useless. I recently appealed to them on another parking issue, which, needless to say was dismissed. I have not paid the PCN because I actually paid the £1.00 parking charge....but that's another story.0 -
Just a guess but a fair chance that whoever collects the rent for the student accommodation is also the landowner.
It is also likely that the keeper spent the 7 minutes looking for and reading signs to understand any parking restrictions which would fall under ‘’Grace Periods’’
