I would send the WS anyway. You may be able to hand deliver it to the court backed up by postal copies sent first class from a Post Office counter and obtaining a free proof of posting.
You can be on hold when 'phoning the court for a very long time. Put it on speaker whilst you do something else until someone eventually picks up. Alternatively visit the court in person and ask about the court filing fee when you deliver the WS.I married my cousin. But you may have missed a trick due to your absence, hope I am wrong.
You've not been here since August, so unless you've been reading & keeping up with the forum (I hope you have) you maybe missed what happened at Southampton court, that you can use (read the thread by CEC16) and you may have also missed that we always now tell people to file & serve a supplementary WS & costs schedule, too.

Thank you to Coupon mad, KeithP and Fruitcake for your input over the past few months.
I am pleased to say both cases, for total claims of £370 inc court fees, have been struck out at Nottingham County Court.
First case VCS failed to pay the court fee so was struck out a couple of weeks ago, and for the second case today VCS neither presented evidence nor turned up at court. Unfortunately there had not been enough time as Ordered earlier in the process to inform us not to turn up on the day, so my wife and I had to turn up to hear this from the judge. However, Ordinary costs were also awarded to us. Funnily enough legal reps for VCS were present at the same hearing room for two other cases but not ours.
I'd like to think it was a fairly well structured Defence and WS that put VCS off pursuing this. Personally I think the Abuse of Process, CPR and CRA arguments are all compelling and having been through this albeit time consuming process I would encourage everyone to fight back against these shysters. I reflected to my wife in the car on the way home that if I was a judge having gone into the profession with a sense of serving public justice, seeing these cases clogging up my court room would put me on the side of a Defendent with reasonable legal points to make.
At the end of the day if a legitimate amount of damages £20 or so was claimed by landowners for people parking where they shouldn't really be then that would be fair, but we know the likes of VCS etc are not playing a fair game, so they ought to be challenged at every opportunity.
What's the likelihood of VCS paying us?
