Got an Excess Charge Notice on a rental car how do I approach this please?

So a random parking company managed to stick an Excess Charge Notice (ECN) on a rental car before the driver could find coins to get a ticket and now I have a fine.


Vehicle was parked at Regent Park at the Outer Circle. The ticket states the car was first spotted at a specific time and the ECN was issued within 3 minutes of spotting the car.


I am aware of POFA and keeper liability but unsure of how to proceed because this was issued to the driver of a renal car and it was stuck on the windshield.


Appreciate any advice of how to proceed please as the driver is worried that the rental company will just settle this if they reach out to the company and come after the driver.

It is issued by NSL The Royal Parks under something called "The Hyde Park and Regents Park (Vehicle Parking) Regulations 1995" .
