Can anyone help me understand this parking sign?

    We have this in residential streets near the hospital. The staff and visitors have to pay to park in the multistorey, so used roadside parking instead. Restricting the parking times by a couple of hours mid-day has stopped all day parkers bunging up the road.

    As others have said it’s a shared use bay - in essence it serves as a commuter ban, anyone may park there for “free” so no cost or permit required except between the hours of 1000-1100 Mon-Fri when ONLY permit holders with a valid L permit may park. As it looks like a Local Authority Time Plate a Valid Disabled Pearson’s badge (blue badge) would also be permitted during restricted time (always check with council though) be careful of bank holidays as some councils treat a bank hol Monday as similar to a Sunday others still enforce the monday
