How about using an old mobile just as a sat nav? If you download one of the excellent free navigation programs such as Navmii, that stores the whole maps on the device so, unlike Google or Apple Maps it doesn't have to fetch data on the go. Therefore you don't need a sim card in the old phone.

Yes, but unless I am out of date, don't you have to individually download specific small areas which then self delete after a few months?
Navmii's UK and Ireland map is about 1GB (from memory). Obviously there are regular updates but even a slightly old one is valid for 99.9% of roads.0 -
I must admit I prefer the flexibility of an app with installed maps, unlike Google.Things that are differerent: draw & drawer, brought & bought, loose & lose, dose & does, payed & paid0

And will by default (you can change this by tapping offline maps in the settings) update the downloaded maps when you're on wifi.0
