Laminate flooring / skirting boards

Hi,
In the process of revamping our cloakroom, utility room and kitchen. Found a highly recommended, decent tradesman to do the lot (together with his team), happy with the quote he provided.
However, we then decided to also redo the flooring and replace all the flooring on the ground floor (tiles + standard laminate) with waterproof laminate.
This includes: "Remove all tiled and laminate flooring plus all skirting throughout ground floor and dispose, latex sub floor where needed and install 48m2 of waterproof membrane underlay and laminate flooring. Supply and install all skirting - Labour and materials."
Membrane underlay and laminate are supplied by us. The ground floor includes utility + kitchen+cloakroom+hallway+living room + dining room, I'd say roughly 50-60m of skirting required, very simple one. Primed, not painted.
He asked for £4,000 for the flooring bit described above.
We are based in the Bedford area (East Anglia).
Any thoughts on the value of the quote?

I paid £15/m2 for laminate and underlay fitting in North London from a Quickstep master fitter, skirting was roughly £4/metre but we disposed of the old carpet ourselves and didnt level the floor.
Based on this though, the £4k above still seems very high if the fitter is just charging for labour, latex and skirting (which is just glued) and disposal.0 -
I think the guy does not want the job, hence ridiculous quote.
Replacing skirting is a pain, as room will likely need redecorating.0
