for a Train parking byelaw PCN, asked the above who they believed was liable seeing PCN said Notice to Owner, but is sent to Keeper. received the below:

Do not believe a word they say, it's all bs
If Toyota finance or Motability are the vehicle owner and you are the keeper, their argument fails at the first hurdle
Same if a hire company owns the hire car and you are hirer, or a leasing company owns it and you are lessee

Now ask them which bye-law this comes under, who is required to do the proving, and to whom, and what proof is required.
I "own" my daughter's car, but I have never driven it, and it is not registered in my name.
Nine times out of ten these tickets are scams so complain to your MP.
Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.You never know how far you can go until you go too far.0 -
It's all been said before, discussed to death on other SABA threads. Seen that reply before, and we've been asked about it before and have answered the same.
Same as ever, just email them some old drivel for 6 months till it times out.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
