Plumber didn't do the entire job he quoted for but is charging me for it

Hello.
We've had a leak from the upstairs bathroom which we found out was the macerator.
We had a plumber in to replace the macerator and repair the damage to the ceiling caused by the leak.
He quoted £750 to supply and fit a new macerator and £600 to replace the ceiling panels with new ones and skim over with plaster.
He did the macerator no problem but he never removed the old /damaged ceiling panels, just plastered over them.
The invoice we received on completion shadows this, saying "supply and fit macerator and plastering work" But the amount is for the full £1,350.
As he didn't do the job he quoted for, am I correct in thinking that we don't have to pay? Or am I just making that up from somewhere?
Any help or advice would be much appreciated.

What do you mean by ceiling panels? Are you talking about plasterboards?
Whether you replace is down to the condition of them, I guess, but a plasterboard is about £5.
"don't have to pay" sounds like paying absolutely nothing. That would definitely be making things up.Everything that is supposed to be in heaven is already here on earth.
