    How is it then I keep seeing on Airbnb people with self contained outbuildings at the bottom of their garden?

    2 reasons...

    Either the buildings are proper conversions done to the relevant standards for a habitable property, the owner doesn't have a mortgage, and council tax is being paid.

    Or they shouldn't be doing it in the first place and are blagging it until they get caught out - AirBnB make no checks of their own to vet the legal situation surrounding the property.

    A lodger is someone who lives in your home with you.

    Converting a garage to air bnb is not a lodger.
