FAQs read/ Checklists done - one question please?

Hi guys,
Writing for a friend who's received notification of a PCN from ECP at a BP station in Glasgow . The friend lives in Scotland. They have read the Stickies, FAQs, templates (plus NOT to appeal, as in Scotland).
However, they are looking to complain to the station manager, as ECP say they allegedly overstayed - their car was overheating on the motorway, so they pulled in to let it cool down and for a drink, snack.
Whilst researching the station manager or MA, they have found a common response from BP from previous complainants, stating as follows:
"Hi <complainant>, we are very sorry to hear about your parking fine. If you contact our Customer Careline Team on [EMAIL="careline@bp.com"]careline@bp.com[/EMAIL] they will be able to assist you further. Thank you BP Team"
So - would the Forum gurus suggest they send the complaint template via that channel, or should they pursue the actual named manager/MA?

Yes I would use that email.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
