Council tax band reduction

Hi, just joined as I need some advice on a few things.
I used to live on a very semi rural street, with trees, shrubs, woodland hedgerows behind my home, unfortunately 10 years ago planning permission was granted to build 480 new builds, the site means my road is squashed front and rear by new estates.
Building is now complete on phase 1
It has taken over two years to complete that estate, work starts on the estate behind my property soon.
Anyway, I have been trying to gather information about if I am entitled to any compensation, I know that I paid more for house because of its location and outlook, I have also know that during the planning permission consultation, that you do not pay for a view, outlook, you basically have no rights as a home owner if they decide to build houses which restrict your views.
I would like to ask if I paid more for location of a property, in a desirable area, which will no longer be as desirable or sought after after the views and green space has been replaced by new builds with little or no gardens, small distances between plots. Where do I stand with council tax, should my band fall,as I am led to believe that ct is calculated with location in mind.
Also would I be able to claim any compensation for any potential reduction in my house value and all the noise, dust, vibration caused by the construction work.
Any help would be much appreciated.

    There is no right to compensation due to nearby building works.

    When deciding which Council Tax band was applicable to a dwelling, little regard was had to whether that dwelling had an open aspect or was just another one on an estate. The VOA tended to compare dwellings of a similar age, type and size and pay little attention to anything else.

    How does your band compare with those of similar dwellings which didn't have an open aspect? Further a reduction in the notional 1991 property value (basis of CT) won't necessarily lead to a band reduction as it would depend whereabouts in the band the value of your home lay
