Electricity Switching Process

This is the second time I have had difficulty in switching from one supplier to another. Basically the new supplier makes the request to switch but the current supplier never receives the request. I know the new supplier doesn't know who your current supplier is but the request relies on accurate information about your MPN number and meter number plus name and address. I have established this request goes through a 3rd party that has a national database but here is the problem, no one seems to know who controls this process, not even the ombudsmen! My new supplier said they have this problem particularly with flats but can't explain why (I live in a house). Clearly there is a problem with the switching process but no one seems to know how to escalate it! Ridiculous.
