If my local housing allowance is for a three bedroom place, would the max amount be blue to be used for the rental part of shared ownership?

Not sure what you mean by 'blue'
but the rent part of the shared ownership will be looked at when you supply all proof, so who knows apart from the LA“You’re only here for a short visit.

Most shared ownership schemes are provided by Social Rented Sector companies.
Benefit would include the rent and eligible service charges amount that is shown on your shared ownership documents. Service Charges would exclude such things as Buildings Insurance, sinking/reserve fund, TV aerial maintenance and other sums deemed unreasonable. A few shared ownership companies try to claim silly amounts for things, which are totally unreasonable.
If you have non dependants living with you, then a deduction would be made, as these people would be expected to contribute towards your rent.
If shared ownership company is private rented sector, then it would come under LHA rules. The comments I post are personal opinion. Always refer to official information sources before relying on internet forums. If you have a problem with any organisation, enter into their official complaints process at the earliest opportunity, as sometimes complaints have to be started within a certain time frame.0
