Why would you need to take them to a small claims court. All you would need to do is send the cheques back and request fresh ones be issued.0

Have you spoken with the Consulate for whichever country you are from? They can possibly assist with your situation with being unable to leave the country.
Have you been in touch with the insurance company you had your holidays insurance with?
Do you have home insurance? If so, do you have legal protection cover? If yes, get in touch with them about your holidays situation.

Some things just don't add up here. For example, your bank doesn't send a Chargeback to Visa, but, I accept that it may seem that way when you don't have any Chargeback knowledge. Visa Chargeback rules only allow 1 Chargeback attempt on a transaction, so Halifax couldn't have started it again quite as you suggest. What was your dispute, as a matter of interest and was it a debit card or a credit card?
How did you manage to get the Ombudsman involved and to give a review so quickly? That's quite a feat.
What are you doing for money at the moment? Your accounts with Halifax are closed and you haven't been home to receive your HSBC debit card or PIN. Where are your wages being paid? What have you done about all of the direct debits that currently come out of your Halifax account to pay stuff like Council Tax and energy bills?
There are also anomalies surrounding the online gambling winnings issue that I won't go into just yet.

I'm sure Halifax's lack of cooperation is hugely frustrating but I don't for a moment believe they are actively trying t steal from a customer. The risk/reward payout is simply too low for them to gamble their banking licence on a few thousand quid. Much more likely is that they're complying with their minimum obligations to you in the manner that's cheapest and most convenient to them. The fact that you're marooned on foreign shores in what sounds like a very complex and unique set of events is - to be glib - not their problem. The vast majority of their customers would be able to accept a cheque sent to their registered UK address so that's what they have in place.
Taking your words at face comment it would appear they went against the Ombudsman's verdict, so I wonder how your follow up complaint to that will fare.: )0 -

If the alleged crimes were bad enough for you not to be allowed to leave the country, I'm surprised that you're not in jail awaiting further evidence gathering, trail etc.
The Filipino police / judiciary don't usually mess around...... especially if the alleged perp is a foreigner.0
