Refused appeal from IPC company (UK Parking Patrol)

Hi All
First time poster here and I have read the newbie thread and searched the forums for a similar case before posting and did not find any - apologies if there were!
Essentially, I have received a PCN from UK Parking Patrol Office (member of IPC) and have now missed the window to appeal my parking ticket:
This is stupid on my behalf, but I would like to please check if that information is correct, and that there is no way I can appeal anymore? I can provide images/scans of the PCN and Reminder Notice as well as more information if needed.

- Received PCN issued date 29th May
- Had option to pay £60 if paid within 14 days
- Had 21 days to appeal directly to UK Parking Patrol Office
- I then received a Reminder Notice, dated 27th June
- After reading the newbie thread amongst others, I appealed on 7th July - after the 21 day period
- Received an email 10th July stating that I have missed my appeal:
"Please be advised that the time in which to submit a challenge has now expired and access to the Independent Appeals Service is no longer available"
This is stupid on my behalf, but I would like to please check if that information is correct, and that there is no way I can appeal anymore? I can provide images/scans of the PCN and Reminder Notice as well as more information if needed.

It's not stupid and doesn't matter, as the IAS is widely known (as a matter of reported fact from lots of bizarre decisions and anonymous 'adjudicators') to be a PPC-scammer-biased kangaroo court; not worth trying.
You wouldn't have been appealing to the IAS anyway, which post #3 of the NEWBIES thread very clearly tells everyone.
What happened when you complained to the retailer/agent/landowners?
Which location?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I didn't complain to anybody else, except to appeal the PCN directly with UK Parking Patrol Office because I didn't think I would have anything to support myself if appealing to retailer/agent/landowners based on the newbie thread.

Get complaining then. Just be an outraged customer who won't ever shop there again. You don't need anything to support yourself. Not having your custom in future is enough.
If you don't then this could end up in court.0 -
UKPPO were always going to reject the appeal, they all do virtually all the time, regardless of what is said (even if you had passed away !!)
a landowner complaint is the only way to get this cancelled, or by a judge in court, within 6 years (and yes UKPPO do take people to court)0 -

the answer to the above question is the entity you need to complain to.
but first why did your /the vehicle attract a parking charge notice?
the answer to that question is important as it will give a better understanding of who/how to complainFrom the Plain Language Commission:

If you search the forum for the obvious keyword that starts with 'W' you will find another current thread about that place where they are struggling to find out who the leaseholder is (the land is Council owned but leased out to the retail park owners, I think the other thread says).
