Can never get off my drive! Is there anything I can do?!

Two of my neighbours constantly park with half of their car in the road/on the pavement which means that my partner and I really struggle to get off our drive. Is their parking legal or is there anything we can do?

They are parked with the back end of their car in the road, and the front end on the pavement/dropped kerb. I live in an area where there are quite strict parking restrictions and there are double yellows all down my road up until the drop kerb where they have parked.0

So they park nose in, at 90 degrees to the kerb?0 -

I would complain to the council. Its unlikely the area of the dropped kerb was intended to be parked on. The pavement certainly isn't.0

Is there something about parking on your street/road that means people have to park at right angles to the kerb rather than parallel?
Even if there is, they shouldn't be parking across a dropped kerb. (Or on the pavement if it's London - generally).0
