Painter has damaged my windows :(

I have sash wooden windows and paid someone to paint them for me. He's overscraped and has made a hole in the side of one of the windows, the others have scratches. I had to tell him to fix the hole (twice), he's put silicon into it but it's a real mess, there's a crack which goes pretty much the whole width too. Is there any way I can salvage it rather then pay for the pane to be replaced? The windows are very old so it will be a costly nightmare.

You can't just put a hole in a healthy piece of wood by over-scraping, nor crack it.
It sounds like the wood is rotten. Not his fault that the holes are there but he doesn't have the skill to fix it. If it's rotten it needs replacing and it is a job for a joiner.
Replacing a piece of glass isn't expensive.
How much were you paying this decorator? Working on sash windows is a skilled job for someone with patience.Everything that is supposed to be in heaven is already here on earth.

The hole's in the glass, right at the side. He admitted he'd tried to scrape some paint off the glass and went OTT, he's made the hole. £230 for 3 windows including paint (which he then took with him). I've replaced glass before, the problem is that the frame's old and he's said not to bother as I'll have to replace the whole window (as in all of it).

You need the glass replaced. However, there will probably be an argument over whether the panes of glass had a hole, cracks and scratches before the windows were painted. If the decorator denies he made the defects in the glass, it might be difficult to prove that they were not there before the painting commenced.0
