How to deal with current situation with enforcement agent

Hi,
I need some advice regarding getting my car back from enforcement agent.
Few days ago enforcement agents came to my door and asked me to pay £623.00 or they will take my car. They said I have bus lane contravention in mid of December.
I was in the process of moving house that time and because of delays in building work I had to stay in hotel for 2 weeks during that time because I had to vacate the flat in first week of December. Lots of building work was going on during that time so I was unable to inform DVLA in December. I moved in new property by end of December. I did send notice to DVLA on 07/01/2019 but received my documents back in end of January 2019.
I was struggling to manage finances as building work was taking all the money. I had to work 7 days a week as well so never had opportunity to redirect my post. But since mid December I am living at the new address.
Since last 7 months I never received any communication from anyone regarding any PCN notice.
Enforcement agent is telling me they have send a letter on 25/06/2019 to my current address but I never received.
I have sent out of time statuary declaration to TEC and they have confirmed that they have send confirmation to local council. But they said they can help me to get my car.
I called local council who also said they can not do anything.
Enforcement agents said they will not return my car until I pay the full payment.
I understand I should have changed my address straight away but I was overwhelmed with so many things that time am I was late may be 2-3 weeks to inform DVLA. But since last 7 months no letter came to my house. Now can someone advice me how can I get my car from enforcement agents as I can do my work properly as I have to work long shift and weekend work and the process of investigation can take 3 months.
Any help would be appreciated

Two separate pieces of advice - you need to follow both:
1. As we major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there (but please note that a hotmail address won't work - try using a throwaway gmail account instead if you do have trouble registering) and post a new thread; here's your link:

Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.
PePiPoo has an excellent success record in dealing with council tickets.
2. You will be best served in dealing with bailiffs/enforcement agents by making contact with 'Bailiff Advice Online'. Sheila, who provides this excellent service, has an extremely good reputation for assisting people with bailiff issues.

Completely wrong, and ignorant of the mechanism that exists to reset a Council PCN where a person was not served with a Notice to Owner.
No-one on MSE would be stupid enough to pay a bailiff hundreds of pounds when a PCN can be reset to £50ish, with a couple of forms & help from pepipoo forum to fill them in.
Anyone on MSE should realise this, whether they know the facts or not, you don't just roll over and pay a daft amount to anyone!
Please do help the hard-pressed regulars here, and the NEWBIES, with one simple rule. When you post on this board make sure you know what the statutes say and know what you are talking about, before you post.
If not then just read & learn, like we did.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
