    Not sure really. The driver is usually very good at paying their way in carparks - and their job means that they use many. They can't remember if they did or not pay but then again PE are not letting us know yet.

    On an aside: It appears that parkingeye don't even have a license for operating a P&D carpark on the site. The council wrote this in the previous license extension in 2016:

    The use hereby authorised shall, unless the permission be renewed, be discontinued at the expiration of two years from the date of this permission and any necessary reinstatement work carried out immediately.

    The license to use the land as a pay and display carpark lapsed in march 2018 and should have reverted to its previous state of a free carpark.

    They did apply for advertisement permission as well in 2013. Again this was a temporary permission that lapsed after 2 years. The permission had the following clause:

    The advertisements to which this consent apply shall be removed from the site within two weeks following the expiry of the consent unless any further period of consent is otherwise first obtained.

    The proposed advertisements are only required in association with the use of the site as a pay and display car park which is a temporary use only and therefore should not remain on the site following the cessation of the permitted use, in accordance with Policy D16 of the Preston Local Plan (2004).

    So it looks like they are running a carpark without required licenses with shoddy signage....shocker!

    Have you emailed the Data Protection Officer using their privacy form online and asked for the data relating to the payment made or close-match VRN data? You need that. INSIST when they refuse.

    Sounds like he may have paid & just miskeyed the VRN in the dark.

    What you really need is a video in the dark, and close ups with no flash, taken at night, of the machines and corners of the car park.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Unfortunately, the carpark is about 50 miles away so not really possible to get a video.

    The first condition is that the creditor—

    (a)has the right to enforce against the driver of the vehicle the requirement to pay the unpaid parking charges


    How can they have a right to enforce something if the right to have a P&D carpark is not there? Perhaps that is why they are asking for the driver details?
