can business run a credit check without premission

even if they want to verify my address, they should run a soft check, not being dishonest by running a full credit check stating a purpose of "checking credit application", in which i have never applied.0 -
they can access to anyone's data without consent just because they have the facility/system to do so???
No, at some point you will have given your permision, probebly unknowingly, like every time you get an insurance quote, you give the company permision to check your credit file, there are a million and one ways you may have agreed to this, maybe even years ago, permision continues, its usually included in the small print you never read, these are generic terms that are used, which may not even apply to you.
There is no penalty for checking a credit file, so a complaint is pointless, your looking for someone to blame here for the loss of your car i suspect.

can i not report to financial conduct authority?
i was told by seller there has no finance with it, and i have no idea on HPI before it, and knowing now HPI is actually not a legal obligation for private sale0 -
I think you should be more worried about the car than the credit check. Who did you buy it from, a garage or a private individual?

i have never giving premission, as i have never involved in any car fiance application. but people advised that it is not an offence for them to run a full credit check even i have never applied anything from them, or cant report them to some authorities for theur dishonestly.
i bought a car without knowing it has outstanding finance from a private seller and paid full via bank transfer. under hire purchase act s27 i am an innocent buyer who has good title to own the vehicle, the finance company came and ask us to compensate their financial loss or bring us to court, they then recently took away the car without court order.0 -

in fact i was working on issue regarding my vehicle, and doubting why they can list out my details (such as my qualifications) which is not related to the vehilce at all, so i accendientally found out they did a credit check on me.
in order words, they know everything about me, i feel my privacy is being invaded.

I remember years ago living in a fairly run down area you would get people walking along the street with some random item, like a lawn mower or a watch they wanted to know if I wanted to buy - common sense told me to avoid as it could be stolen. Yes there is no legal obligation to do a HPI check on buying a car privately, but you have found out the hard way why lots of sites, such as auto trader, tell you to do one.0 -

That's a pity. You would have been protected if you bought from a garage, and you could potentially pursue the seller if you can locate them.
Was the person you bought it from the same person who had the finance in place, and the person listed on the V5 when you bought it?0 -

i really have no idea about HPI before, if i knew i of course would have done one. the car is just £3k, when the seller told me there is no finance, who will think he is lying. i think having some websites advising people to run a HPI is not enough as not everyone will look at these websites, maybe HPI needs to be added in the driving theory test, or the gov should do more to educate people.
