Read Newbie Thread, STILL CONFUSED - PCM parking fine

Brand new to this, apologies in advance for my amateur approach.
Recently given a ticket on my windscreen in the secure underground parking of my apartment building. Out of sheer panic I appealed this immediately (before reading the mse threads) giving PCM all my details, my feeble appeal that the permit fell off the dash was of course rejected, no surprise.
My understanding of the newbie thread is that I now need to contact the land owner to intervene, where on earth does one find out whom that may be? And what sort of approach do I take with this individual?
Is this matter likely to go to court? as to be honest would just rather pay the reduced £60 in the next 7 days than go through lengthy court proceedings. Just begrudge paying this as the parking space is part of my rent.
Is there any way to put a stop to this before PCM reach legal action stage? And how likely is this?

as this is a residential case then any car park spaces may be allocated so check your property deeds or lease
as this is an apartment , then surely you actually KNOW who owns the apartment , plus who owns or rents the space ?
as its an apartment in a residential complex, then the M.A. of the building is the person to contact and insist the pcn is cancelled, it is likely the M.A. that employed the PPC, plus there usually has to be a vote amongst all parties before introducing any parking company , so was this done and agreed ?
check what your lease or similar says about the parking (or does not say)
only a fool would pay , and yes court is likely and there is no way to stop the juggernaut , but we would advise you to stand your ground and fight your case , especially if you pay for this space in your rent0 -
I would be canvassing other residents to have PCM removed.
Why on earth is a PPC needed in a secure residential car park ?
Yes it may be the easy way out to pay up and be a victim but they will be back for more.
PPCs have been known to rock cars to dislodge permits.0 -
As above, your lease/AST is paramount here to your case.

You really should be giving whoever employed the scammers a good hammering.
Get pics of the site and signage asap.

1 If you pay up it will highlight you as a soft touch and they will target your vehicle as a known payer, tyre on the line, permit not level, windscreen photographed from odd angle so permit can't be seen etc.
2 The "reduced amount" is just a trap to get you to pay up and shut up without any further input or cost on their behalf.
3 If you are paying rent for the space, and have a permit, in a locked area why on earth would you consider paying them.
The whole thing is a scam, on paper these parking management companies are there to protect your space not victimise you, and the reason they are there, is because your management company have engaged a free service (to them) that has to make money from somewhere (you), don't fall for it.0 -

them read all you can about "primacy of contract" wrt parking scams. There are hundreds of examples here and on peppipoo.
As well as complaining to the landowner and the MA, get your MP on board, PPCS should be banned from residential car parks imo.You never know how far you can go until you go too far.0
