    My son lives with me

He has suggested that he tells the council he's moved in to his girlfriend's parents' house because he basically stays there or at friend's houses all the time anyway, he probably only sleeps here 3 or 4 times a month.

So he doesn't live with you?

If you're claiming daily living PIP then you shouldn't be having any deductions from your housing benefit because the non dependent deductions won't apply to you.

....and I send the council copies of his wage slips so they can calculate housing and council tax benefit

I won't qualify for any housing benefits as he won't be in employment.

Your housing benefit will not stop as a result of him not being employed, indeed if he has no earnings your housing benefit is likely to increase (although may not cover your rent in full).

Your and your son are separate benefit units. Assuming the tenancy is in your name only the housing benefit claim is yours. However your son is expected to make a contribution towards the rent, known as a non dependant deduction. The amount he is expected to contribute depends on his earnings https://england.shelter.org.uk/housing_advice/benefits/housing_benefit_deductions_when_living_with_non-dependants

Similar rules apply to Council Tax Reduction.

If your son moves out there will be no non dependant deduction. However if you have a two bedroom property and your son moves out you will then have a spare bedroom and your housing benefit will be reduced by the ‘bedroom tax’. This is a reduction of the housing benefit 14%.

You are not responsible for his actions so him leaving his job voluntarily should not be a factor in calculating your benefits.

If your son moves out you could also potentially qualify for sdp on your ESA assuming it is income related ESA. This would boost your ESA amount considerably. This is assuming no-one claims carers allowance for looking after you?

Not possible, as stated here the OP only receives mobility part of PIP.
